Gregory Lane/Elinora Drive Traffic Signal Installation

The City’s contractor, St. Francis Electric, completed installation of a new traffic signal at the intersection of Gregory Lane and Elinora Drive in December of 2020. This Project addressed traffic delays along Elinora Drive, difficulty turning out of Elinora Drive, lack of a protected turn lane from Gregory Lane onto Elinora Drive, lack of pedestrian crossing, and poor lighting at this intersection. Project highlights include:

• Installation of a new traffic signal, including video detection cameras, bike detector indicators, and safety lighting;

• Upgraded ADA ramps;

• New sidewalk bulb-out and channel drain;

• Replacement of concrete sidewalk (330 SF) and curb and gutter; and

• Over 47,000 square feet of new slurry seal pavement treatment

• Installation of traffic signs and striping including two pedestrian crosswalks.

Weekly Update - September 25, 2020

Over the past few weeks, the City's electrical contractor (St. Francis Electric) completed the installation of all underground signal facilities (e.g. conduits, boxes, and pole foundations), and the City's civil contractor (Ghilotti Brothers) completed the installation of new curb ramps, curb extension island, concrete sidewalks and conform paving at the Gregory Lane/Elinora Drive intersection.

Over the next few weeks, new traffic signal poles will be erected, the existing pavement along Gregory Lane will be resurfaced (within the project limit), and new pavement striping will be placed. PG&E is scheduled to install the new electrical meter for the new traffic signal in the middle of October, after which the signal equipment will be tested and setup. Weekly Update - August 7, 2020

Over the past week, the City's contractor (St. Francis Electric) completed the installation of signal conduits across Gregory Lane and Elinora Drive and installed the new traffic signal pole foundation at the northwest corner of the Gregory Lane/Elinora Drive intersection. The previously demolished concrete sidewalk and curb ramps will now be replaced. Next week, the contractor will begin demolition of the affected pavement and concrete facilities along the south side of the intersection and install the necessary traffic signal pole foundations on the south side. The contractor will also begin construction of the curb bump-out along the south side of the intersection.

Temporary traffic control will consist of single lane closure along Gregory Lane, as well as possible shoulder closure along Elinora Drive. The contractor will continue to maintain full access along Gregory Lane, Elinora Drive, and Price Lane throughout project construction.

Weekly Update - July 17, 2020

The Gregory Lane/Elinora Drive Signal Installation Project begins Monday, July 20. In addition to a new traffic signal, key project elements include a concrete bump-out on the south side of the intersection, ADA curb ramps, sidewalk repair and lane geometry modification. The project is divided into two phases, given the long manufacturing and delivery time for the traffic signal poles and equipment.

The first phase (starting on July 20) consists of site demolition and installation of underground conduits, traffic signal pole foundations, cabinet footings, ADA compliant curb ramps, sidewalk, curb/gutter, and asphalt plug paving. This first phase should take about four weeks to complete.

The second phase consists of installing the traffic signal poles, equipment, cabinets, and the resurfacing of the pavement at the intersection to change the lane configuration. The second phase is anticipated to start in September, pending delivery of the new traffic poles and equipment.

Expect temporary lane closures and lane shifts between 8:30 a.m. - 4:30 p.m., Monday through Friday. Changeable message signs are in place to alert motorists. 

Weekly Update - February 28, 2020

The much-anticipated traffic signal at Gregory Lane and Elinora Drive got one step closer this week when the City Council awarded the signal installation project to St. Francis Electric at their Feb. 24 meeting. The project includes a new traffic signal, a pedestrian crosswalk, ADA compliant curb ramps, sidewalks, curbs and gutters, and some minor landscaping. Given the long manufacturing time for the signal pole equipment, the project is anticipated to begin construction this summer and to be done in the fall.

This project is part of an ongoing effort to enhance safety for vehicles, bikes and pedestrians at this intersection.  Vehicles at this intersection currently experience difficulty and delay exiting Elinora Drive onto Gregory Lane during the morning commute hours. A traffic signal will greatly improve access and safety.  The traffic signal will also provide a controlled crossing location across Gregory Lane for students of Sequoia Elementary and Middle schools and Strandwood Elementary School.
