Operations Division


The Operations Division is the most visible branch of the Police Department. This division has the greatest interaction with the community and it is our goal to respond to the community’s needs in a professional and empathetic manner.

The Operations Division is committed to working in a collaborative effort with the community to identify and address quality of life issues with our focus directed toward long term solutions.

Support Services Division



Investigations Bureau

Investigations Bureau personnel conduct follow up on most felony crimes and present cases to the Contra Costa County District Attorney’s Office for the filing of charges. Cases assigned include; sexual assaults, domestic violence, stalking, aggravated assaults, homicide, robbery, burglary, auto theft, identity theft, and missing persons. Additionally, the School Resource Officer and the Community Resource Officer are assigned to the Division. 

The Investigations Bureau is also responsible for the youthful offender diversion program, sexual offender and monitoring program, narcotic offender registration, and the issuing of permits for massage therapy, business and residential alarms, concealed weapons, firearm sales, taxi services, and door to door sales.

Communications Bureau

This bureau comprises part of the second-largest division in the department and it operates 24 hours a day. It is staffed by one lieutenant, a civilian Support Services Manager, and 18 civilian employees. The civilian employees include dispatcher teams, community service officers, and a computer technician.

They have the responsibility of answering 9-1-1 calls and they see that these calls are immediately dispatched to a police unit or transferred to an appropriate agency, such as the Fire Department.

The dispatch center has direct communication with the police officers in the field by use of the radio system and the in-car computer system called the Mobile Data System (MDS).

Professional Standards Division

The Professional Standards Division’s responsibilities include training, policy, hiring, and administrative investigations. The purpose of this division is multi-faceted. First, it ensures we are achieving the highest standards, service levels, and professionalism possible. The division also helps ensure the Department is being as efficient and effective as possible with the allotted resources. The Professional Standards Division also helps the Department to consistently achieve the high level of excellence we striving for.
